Abstract

This report, by the CEC, contains chapters on: aims and principles of Community environment policy; EC action to protect the environment (water, air, chemicals, noise, waste, land and natural resources, flora and fauna; also research, implementation of Community legislation, action on international level, and other actions); nuclear safety; the Community's third environmental action programme; some policies of general relevance; the longer term future. In the conclusion it is stated unequivocally that the environment is our basic substrate which we ignore or abuse at our peril. It has a capacity for absorbing our wastes and a capacity for recovery when damaged, but there are limits, which set the limit to what we can do in terms of economic, industrial, agricultural, energy, transport and social development. A number of appendices provide explanatory and supplementary data, among them: United Nations' environment programme session of special character, Nairobi, 1982, and: list of international environmental conventions and agreements in which the Community participates.
