THE POLITICS OF RESEARCH AND INNOVATION
The origin and the evolution of the Community R&D are recalled, as based on the European Communities treaties. The function of Community R&D is described as reported in the documents recently presented by the Commission to the Council and the principles and the content of the framework programme is described. The seven options and the twelve objectives of the framework programme are listed and their financial volume is indicated. The action programmes are mentioned and some of the research programmes already approved (JRC) or in the process of being approved (ESPRIT, Non-nuclear energies) are shortly described. The Commission's action on innovation is considered, in particular for the utilization of the results of the research programmes supported by the Community. In the conclusion, the communication of the Commission at the Stuttgart meeting (June 1983) is recalled, in particular as far as the increased financial volume required for the Community research is concerned.
