Résumé

This report is presented in the form of a guide to the energy management of public buildings, with the purpose of providing competent technical services. It presents an analytical description of conventional energy regulation and outlines its limits. The different types of management possible are described: centralized/decentralized, with or without remote intelligence. The respective and comparative advantages of these systems are analyzed and the economic expediency of anticipating a series of investments in time are emphasized: the initial installation of a decentralized management system (whose cost is highest), followed by management by a central computer when funds are available as a result of economies realized by the initial system. The recommendations are applied to five public buildings in Gand (Belgium), with a full description and evaluation of the methods proposed.
