QUALIFICATION, TRAINING, LICENSING AND RETRAINING OF OPERATING SHIFT PERSONNEL IN NUCLEAR POWER PLANTS
This study on "Qualification, training, licensing and retraining of operating shift personnel in nuclear power plants" aims at evaluating and compiling the proceedings to reach the necessary qualification applied in the countries of the European Community, Sweden, Spain, Switzerland and the United States of America. Additionally to the presentation of practice the report is to show similarities + as far as they were identified + and special topics or aspects worth mentioning. In the report the following topics are dealt with: (i) tasks of the shift personnel, nomenclature for different groups of personnel; (ii) shift staffing of the control room; (iii) criteria for personnel selection when recruiting new shift staff; (iv) personnel qualification necessary for recruitment; (v) training of shift personnel; (vi) retraining for preservation of the qualification standard; (vii) training facilities, especially simulators; (viii) licensing or authorization of shift personnel; (ix) training and education organization. The study is based on the evaluation of EC documents as well as general publications and reports. To check the results and to integrate some lacking information the report was discussed in a meeting of an ad hoc subgroup of the CEC working group dealing with the safety of light- water reactors, joined by specialists from Spain, Sweden and Switzerland.
