The aim of this part of the report is to give a general introduction to the systems of occupational health legislation in the Member states to provide a background for interpretation of the more specific provisions discussed in Part II. This introduction is presented in the following sections: 1: Frameworks for Control 2: Scope of Application of the Legislation 3: Competent Authorities 4: Rights and Duties of Employers and Employees 5: Powers of the Inspectorates 6: Workplace Health and Safety Organizations 7: Activities of Trade Unions and Employers' Organizations. Each section comprises a comparative table or tables describing the situation in each Member State, and a commentary highlighting key common features and differences between the Member States and summarizing the comparative information contained in the tables.
