STANDARDIZATION - A PRECONDITION FOR THE DEVELOPMENT OF THE COMMUNITY INFORMATION MARKET
European publishers and advanced information providers are not very active in standardization work. However, lack of harmonization in standard applications is one of the major barriers to the development of the electronic information market. Encouraging common application of information standards is therefore one of the axes of the Commission's work programme for creating a common information market. Community mechanisms, based on the EEC directive 83/189 and on cooperation with CEN/CENELEC and CEPT, have been set up in order to strengthen the application of common European standards. Yet, in the work of standardization the Commission cannot replace the providers of information services disseminated through electronic facilities: it is they who have to organize themselves and build up their own expertise in the field of standards, in order to express their needs and priorities.
