EVALUATION OF THE COMMUNITY'S ENVIRONMENTAL RESEARCH PROGRAMMES (1976 - 1983)
The report summarizes the findings, conclusions and recommendations of the independent external panel which was entrusted by the Commission of the European Communities with the task of conducting a post-performance evaluation of the Community's environmental research programmes carried out over the period 1976 - 1983. The scope of the evaluation included in-house research carried out mainly at the Ispra establishment of the Joint Research Centre, cost-shared research carried out by means of contracts with external organizations, and concerted research carried out within the COST framework. The panel concentrated its efforts on the assessment of scientific achievements including quality of work and practical relevance of research results, impact of the Community's environmental research activities in terms of social, economic or scientific developments and programme management aspects.
