Abstract

It seems reasonable to assume that expert systems will play an important role in the future management of chemical accidents. The main motivation for this belief is that for efficient management chemical emergencies demand the knowledge and problem solving ability of several experts from quite different backgrounds. On this basis a specific project has been defined, focusing on chemical accidents where halogenated aromatic compounds are involved. The final system is to be called ChEM for Chemical Emergencies Manager. The first phase, of this long term project has given rise to a first expert system module dealing with the "threat identification" aspects of the accident in its very first moments. The knowledge base of the system has been designed and implemented and is now under review both by experts and by confrontation with past accident reports, including that of Seveso and several accidental dispersions of PCB.
