EXPERTS, RISK COMMUNICATION, AND DEMOCRACY
The changing emphasis in risk analysis topics over the past 20 years is reviewed. It is suggested that the continually changing emphasis reflects a sense of dissatisfaction with the formulation of the "risk problem" and that the latest, risk communication, paradigm is closer to the important goal of making expertise more accessible.
