DEVELOPMENT OF EUROPEAN LEARNING THROUGH TECHNOLOGICAL ADVANCE - IT INITIAL STUDIES
The DELTA project (Development of European Learning Through Technological Advance) aims at developing and establishing a European capability in distance learning and supporting communications infrastructure. It consists of a number of specific actions drawing on the advantage of Community scale, suited to stimulate progress and co- operation in Learning Technology and its applications. The objective is to combine development for Open Learning so as to provide learning opportunities for those who wish to benefit from them, thus enabling the population of Europe to make best use of advances in knowledge and skills. Indeed, the establishment of a European Open- Learning activity to which DELTA is a necessary precursor will also provide a stimulus to economic progress. Such a project will be built on from existing EEC programmes such as ESPRIT and RACE, and will be complementary to the COMETT programme.
