UTILIZATION OF THE RESULTS OF PUBLIC RESEARCH AND DEVELOPMENT
Concern about the effective utilization of the results of publicly funded R&D within the European Community and its Member States has grown in recent years, since economic and social progress must, through the innovation process, benefit from the translation of these results into new or improved goods, processes and services. In 1987 the Member States completed the ratification of the Single European Act which, "it inter alia", states that the Community's aim shall be to strengthen the scientific and technological basis of European industry and to encourage it to become more competitive at international level'. At the end of 1985, when negotiations leading to the Single European Act were already under way, the Commission therefore decided to hold in September 1986 the first European symposium on the utilization of the results of publicly funded R&D, that is to say their dissemination and exploitation.
