Abstract

The first part of this report deals with the involvement of representative organizations of employers and workers at the national level in the development and implementation of policies and legislation in the field of occupational safety and health. The second and most extensive part of the study deals with worker participation in health and safety at the level of the workplace. Both parts contain a survey of national arrangements, a comparative analysis of the arrangements and a discussion of the desirability of and scope for Community action. Whereas the conclusion in Part 1 is, that such action is not necessary or appropriate in respect of the involvement of employers' and workers' organizations at the national level, Part 2 results in recommendations and proposals for action by the Community in respect of employee participation in safety and health within undertakings.
