AN INTEGRATED DATA EVALUATION SYSTEM FOR THE EC SAFEGUARDS CONTROL AUTHORITY
In this paper we describe a software tool for handling information coming from different sources of a safeguards system in a consistent and integrated manner; the scope of this approach is to make the various signals cooperate to a unique meaningful outome, rather than having a disjoint set of results. We focus here on the design and implementation of a first prototype of the system, for the evaluation of plutonium isotopic composition inspection data. This application is a subset of a more general conceptual framework, called FIDES (Functional Integrated Data Evaluation System). Scope of the tool is to correct faulty inspection data, build up a historical data base, monitor the instruments performance, study new evaluation algorithms, and perform statistical checks on sets of data. We give at first a brief outline of the scope of the system, followed by a description of the software tools which are the incarnation of those concepts, and finally we describe some details of a record management system, which is representative of the methodologies and guidelines followed in the development of the system. The software tool runs on Sun 2 or Sun 3 workstations under Sun Unix release 2.0 or higher. A prototype is operational at the Safeguards Directorate in Luxembourg since December 1987.
