Abstract

Ce rapport retrace l'historique de la Cooperation COST a savoir ses sources, sa naissance et son evolution, saisit ses differentes composantes, son fonctionnement et son mode d'organisation, sa dynamique propre, son insertion et ses limites dans le cadre du nouveau contexte de la cooperation scientifique europeenne. Cette reconstitution comprend egalement un panorama general et un recapitulatif des actions COST et des principaux resultats concrets obtenus; enfin un certain nombre de propositions sont presentees pour l'avenir de cette cooperation. Ce travail n'est pas une evaluation, mais plutot une analyse politique aussi objective ou realiste que possible, illustree par les differents avis et critiques deja formules par les instances competentes concernees, en premier lieu le Comite des Hauts Fonctionnaires COST, les Etats participant a COST, les Institutions Communautaires, ainsi que des responsables ou des personnalites etant intervenus au cours de sa mise en oeuvre. Cela a necessite un travail d'investigation et de recherche incluant des discussions avec les secretaires des Comites de gestion COST, avec le secretariat et des responsables du Comite Hauts Fonctionnaires COST. ti Appraisal of COST since it began ab This report traces the history of COST, i.e. its origins and how it came into existence and developed, and looks at its various components, how it operates and is organized, the dynamism it has generated, and how it fits into and what its limits are in the new context of European scientific cooperation. This review also includes a general panorama and a summary of COST activities and the initial concrete results obtained. It concludes with a number of proposals regarding the future of the cooperation. The report is not an evaluation, but rather a political analysis that is as objective and realistic as possible and illustrated by the various opinions and criticisms already expressed by the competent bodies concerned, the first of which being the COST Committee of Senior Officials, the States participating in COST, the Community institutions and the people that have played a part in the cooperation process. Investigations and research have been necessary, including discussions with the secretariats of the COST Management Committees and the Secretariat and members of the COST Committee of Senior Officials.
