Abstract

THIS REPORT SUMMARISES KEY CONCLUSIONS FROM SEVERAL MEETINGS ON THE CONTROL OF LONG RANGE TRANSBOUNDARY AIR POLLUTION. IN CONTROL AND COST-BENEFIT ANALYSIS, MORE ATTENTION SHOULD BE GIVEN TO CAUSE-AND-EFFECT RELATIONSHIPS. THIS CONCERNS MAINLY OZONE, AN IMPORTANT AIR POLLUTANT. RECOMMENDATIONS ARE MADE FOR IMPROVEMENT IN INTEGRATED COST-BENEFIT ASSESSMENT, WHICH LAGS BEHIND GOVERNMENTAL DECISION-MAKING. THE REPORT COVERS THE AREAS OF MONITORING, AIR POLLUTANTS AND SULPHUR COMPOUNDS, CONTROL OF INDUSTRIAL EMISSIONS CONTAINING NITROGEN OR SULPHUR, VEHICLE EMISSIONS, ASSESSMENT OF COSTS AND BENEFITS.
