Abstract

THIS REPORT SUMMARISES THE FINDINGS OF THE EXTERNAL PANEL OF EXPERTS SET UP TO EVALUATE THE COMMUNITY R+D PROGRAMME IN THE FIELD OF NON-NUCLEAR ENERGY (1985-88). THE EVALUATION COVERS THE SCIENTIFIC AND TECHNICAL ACHIEVEMENTS OF THE PROGRAMME AS WELL AS ITS DYNAMICS, ITS POTENTIAL IMPACT, ITS MANAGEMENT AND ITS INTERNATIONAL ENVIRONMENT. A NUMBER OF RECOMMENDATIONS ARE GIVEN FOR THE FUTURE ORIENTATION OF THE PROGRAMME AND WAYS OF IMPROVING THEIR EFFECTIVENESS. THE REPORT COVERS SOLAR ENERGY, BIOMASS ENERGY, WIND ENERGY AND GEO- THERMAL ENERGY. THE RATIONAL USE OF ENERGY WAS CONCERNED WITH CONSERVATION, USING SOLID FUELS, OPTIMISING HYDROCARBON PROCEDURE AND ORE, AND ENERGY SYSTEMS ANALYSES AND MODELLING. THE MAIN AIMS OF THE PROGRAMME WERE TO INCREASE ENERGY SOURCES, IMPROVE ENERGY USE AND EFFICIENCY, REDUCE LONG TERM DEPENDENCY ON IMPORTED FUEL, PREVENT POLLUTION, AND ENHANCE INDUSTRIAL COMPETITIVENESS IN ENERGY RELATED AREAS.
