Abstract

SAFETY AND RISK FACTORS OF STATIC AND DYNAMIC SYSTEMS, THE LATTER SUBDIVIDED INTO ADAPTIVE, BIOLOGICAL, SOCIOLOGICAL AND UNIVERSAL SYSTEMS, ARE ANALYSED IN THIS PAPER, TAKING INTO ACCOUNT THEIR TIME CHAINS. A DISTINCTION IS MADE BETWEEN A PASSIVE AND AN ACTIVE RISK. THE LATTER IS APPLICABLE TO ALMOST ALL TECHNOLOGICAL SYSTEMS AND IS DIVIDED INTO FUNCTIONAL PROCESS RISK, CONSEQUENTIAL PROCESS RISK AND LONG-TERM RISK. IN CONNECTION WITH THE RELIABILITY OF A SYSTEM THE AUTHOR DERIVES FROM THIS A SAFETY ANALYSIS, WHERE THE INTEGRAL AND STOCHASTIC ENVIRONMENTAL LOAD AND ITS COMPLEX DEPENDENCES ARE TAKEN INTO ACCOUNT. WITHIN THE CONTEXT OF ECONOMICS, CONSEQUENCES ARE DRAWN FOR THE DECISION MAKING AREAS, WHERE THE IDEAL POINT IN THE EXTREME AREA IS NOT ATTAINABLE, BUT THE AREA OF QUASI-OPTIMUM SYSTEM DESIGN IS DEFINED.
