Abstract

IN THIS STUDY A SYSTEM DYNAMICS MODEL HAS BEEN DEVELOPED IN ORDER TO EVALUATE THE PERFORMANCE OF THE SYSTEM VEHICLES AND AIR POLLUTION IN GREATER ATHENS, IN A 25 YEARS HORIZON AND UNDER SEVERAL POSSIBLE ANTIPOLLUTION POLICIES. THE MODEL HAS BEEN USED FOR A NUMBER OF SCENARIOS AIMED AT INTERVENTION THROUGH EXHAUST EMISSION LEGISLATION, TRAFFIC INFRASTRUCTURE IMPROVEMENT AND CAR TAXATION LEGISLATION, AND HAS BEEN PROVED TO BE RELIABLE. BASED ON THE RESULTS, AND WITH REGARD TO EXHAUST EMISSION LEGISLATION, ECE 15-05 EMISSION STANDARDS HAVE BEEN FOUND TO BE EFFECTIVE IN MAINTAINING TODAY'S AIR POLLUTION LEVELS UNTIL THE YEAR 2000 IN RELATION TO THE EXPECTED GROWTH OF THE ATHENS PASSENGER FLEET. NO RETROFIT POLICY CAN BE SUGGESTED FOR GREECE, DUE TO THE SMALL NUMBER OF CARS THAT CAN BE RETROFITTED, THUS ONLY MINIMALLY AFFECTING AIR QUALITY IMPROVEMENTS. FINALLY THE MAJOR IMPORTANCE OF TRAFFIC INFRASTRUCTURE IMPROVEMENT HAS BEEN VALIDATED, WHILE THE PARTICULAR GREEK SITUATION IN RESPECT OF IMPORTED SECOND HAND CARS HAS BEEN FOUND TO PLAY A NEGLIGIBLE ROLE IN TOTAL TRAFFIC-RELATED AIR POLLUTION.
