Abstract

THE PAPER DESCRIBES THE COLLECTION FORMS AND THE STRUCTURE OF THE MARS DATA BANK WHICH HAS BEEN DEVELOPED TO RECORD THE MAJOR ACCIDENTS, TO BE NOTIFIED TO THE COMMISSION ACCORDING TO THE POST-SEVESO DIRECTIVE. MARS HAS BEEN DESIGNED AFTER A COMPREHENSIVE SURVEY OF EXISTING INCIDENT DATA BASES AND IT IS NOW OPERATIONAL AT THE JRC-ISPRA. IN THIS WAY INFORMATION ON ACCIDENTS MAY EASILY BE EXCHANGED BETWEEN ORGANISATIONS WISHING TO LEARN FROM OPERATIONAL EXPERIENCE.
