Abstract

THIS PAPER GIVES THREE ESSENTIAL CONDITIONS FOR THE SUCCESSFUL EXPLOITATION OF A LARGE AND EXPENSIVE NUCLEAR RESEARCH FACILITY, DERIVED FROM EXPERIENCES WITH THE PETTEN HIGH FLUX REACTOR: I) MULTI NATIONAL PARTICIPATION AND PRE-FINANCING OF BASIC COSTS, II) IN CORPORATION OF A WIDE RANGE OF SCIENTIFIC AND INDUSTRIAL OBJECTIVES IN THE UTILIZATION OF THE FACILITY AND III) CONTINUING UP GRADING OF THE FACILITY PROPER AND OF THE EXPERIMENTAL CAPABILITIES TO COMPLY WITH FUTURE EXPERIMENTAL NEEDS. THE OECD HALDEN REACTOR PROJECT IS AN EXAMPLE OF A SUCCESSFUL INTERNATIONAL RESEARCH FACILITY.
