This study reports on European performance and long term world strategy in high technology industry. It emphasises the decisive role of the multinationals and the innovative role of the SME. The method used is to apply the concepts and analytical grids of disciplines connected with strategic business management to global data or data relating to particular sectors. The attitude and position of European businesses are compared with those of businesses in the USA and Japan, in an effort to define the position of European high technology in the world. Hence the analysis deals with the strategic capacity to internationalise leading sectors. It recommends many policies which could be adopted to make our high technology businesses more competitive, particularly better mastery of strategies of association and innovation, development of an international strategic capability, major European projects, more industrial cooperation in Europe, opening up of public procurement, unification of standards, and improvement in the supply of technology.
