EUROPEAN COMMUNITY MEASURES FOR THE CONTROL OF DANGEROUS AND TOXIC CHEMICAL PRODUCTS
The Community plays an active part in the control of risks caused by hazardous and toxic chemicals. Until the '70s, emphasis was placed on the identification, monitoring and control of risks caused by specific chemicals. Since the '80s an attempt has been made to prevent rather than cure. Today the Community authorities are in favour of more integrated measures for the control, reduction and prevention of environmental hazards. They no longer tend to encourage specific environmental moves and they have at their disposal three ways of enforcing their policies: Council regulations, directives and recommendations. As well as the protection of public health and the health of the environment, Community legislation aims to harmonise national laws and to eliminate obstacles to the single market.
