Dangerous substances : chameleons in water policy (development from black and grey through red and perhaps ultimately to green list substances)
This article gives an outline of the international conventions and supranational regulations which deal with the concept of dangerous substances in the aquatic environment. It describes changes in philosophy towards the control of these dangerous substances and examines a few major problems which have led to a lack of momentum of the legislative process.
