In accordance with the Commission's policy of carrying out an independant external evaluation of each research programme a panel of seven members was asked to evaluate the three Agricultural Research Programmes, 1976-78, 1979-83 and 1984-88, including both the common and the co-ordinated activities. Their report gives a brief description of the programmes, the panel's conclusions and recommendations for the future, and details of their evaluation procedure. The panel's main conclusions were as follows : - the coordinated activities were very valuable and contributed to European agricultural research; - the common activities were too small in scale and too dispersed to contribute to the volume of agricultural research in the Community; - the administrative procedures used by the Commission for research contracts were burdensome and very time-consuming; - the work of the sub-programme committees led to noteworthy scientific attainments.
