Technologies and implementation policies in the field of the rational use of energy in buildings and domestic appliances
In Italy, while the industrial sector was able to substantially reduce its energy consumption during recent years, the same was not possible in the building sector. This sector is characterised by a great heterogeneity of participants, many of them very often without technical competence (e.g. building owners). The difficulties in energy saving actions can be overcome, if on the one hand economic incentives are provided for the users and purchasers of energy saving products or systems, and, on the other hand, supporting organisational and planning structures are created at local level. The problem discussed in this report is not the identification of already well known technical proposals, but rather all those barriers which prevent possible solutions being implemented. Estimates of the energy saving potential in various sectors and for different technologies are given, but these figures may vary with time and points of view. Agreement on these figures, to be considered as energy objectives, is nevertheless very important. These energy target figures will remain wishful thinking unless wider agreement on the actions to be taken and the implementation tools is reached. The Italian National Energy Plan (PEN) has identified 7 action tools, some of them for central government authorities (such as energy prices and tariffs, taxes and incentives, R&D, institutional reorganisation) and others more typical of local authorities (Regions and Municipalities), such as education and information, and a selective intervention on the energy demand. In this report each of these tools is discussed together with new proposals aimed at a stronger involvement of Italian Local Authorities in energy saving activities. Up to now this involvement, which is essential for the success of an energy saving policy, has been absent.
