The challenge of safety and reliability in biotechnology
Biotechnology is a new field that has captured popular imagination by its potential for improving industry and agriculture; it has also aroused passionate opposition in certain quarters on safety and environmental grounds. As yet the rapid and successful development of techniques for genetic engineering have not been matched by a `second order' science of safety and reliability. Industry in Europe knows that a stable regulatory context is essential, in order that investments in biotechnology can be made with confidence.
