At the Institute for Safety Technology of the Joint Research Centre, Ispra, a Performance Laboratory was set up with the primary aim of assessing the performances of NDA techniques for safeguards. In this paper the following points are discussed: - the need for field and laboratory standards for NDA; - their required level of accuracy related to the NDA field and laboratory performances; - the procurement schemes and procedures to be followed in their characterisation; - the need for an interlaboratory network, where standards are intercalibrated and/or related to those already existing in the field, so that a "path" may be produced from which the inspector's field measurements can be traced back to primary standards.
