The European Commission has already implemented a series of action programmes on occupational health and safety dating back to 1978. This work was given a new impetus by the adoption of the Single European Act which requires Member States to encourage improvements in the working environment. Under the 1980 Framework Directive on protection against the risks of exposure to chemical, physical and biological agents, work is at an advanced stage on directives concerning indicative exposure limit values, biological agents and carcinogens. With the adoption in 1989 of a new and more general Framework Directive on measures to protect the health and safety of workers, existing Directives are being reviewed and updated. The Commission is also preparing a Recommendation with a schedule of substances and processes linked to occupational disease.
