Detailed boundary plasma measurements are reported for a special series of ICRH discharges in JET in which Z(eff) remained constant over a range of powers. This behaviour is examined using a relatively simple model of particle and energy balance using the measured parameters of the scrape-off layer. Carbon influx measurements from the limiter are compared with those calculated from the model.
