The BCR-programme of the Commission of the European Communities assists laboratories mainly in the Member Countries in improving the quality of their measurements. In view of the open inner market after 1992, the need to remove trade barriers as well as to implement and apply Community directives in a uniform manner, such harmonisation of measurement quality is paramount. The main fields of activity are : health, food, environment, industrial products and metrology. The activities are being carried out mainly through : 1) the organisation of collaborative exercises in which methods in use and applied in each participating laboratory are critically examined and where necessary, freed from sources of error; and 2) dissemination of the collected expertise by certification of reference materials, organisation of workshops and submission of reports. In particular the use of certified reference materials allows other laboratories to achieve the same level of quality, and links laboratory measurements across national boundaries.
