The European dimension to this subject is developed within the framework of the Single European Act and the Commission's programmes relating to health and safety at work. The directives so far adopted all concern the protection of workers exposed to physical or chemical agents or the prevention of major risks associated with chemical substances. This draft directive sets out general and specific measures on carcinogenic agents which the Commission is to submit to the Council. It recapitulates the progress of legislation, the work of classifying substances and the definition of the term "carcinogenic". The 18 articles of the draft are complete, but the annexes remain the subject of lively discussion. The directive obliges the employer to take all necessary measures to ensure the protection of the workers concerned and determines the arrangements and protective measures which must be put in place.
