This paper describes work carried out at the Institute for Remote Sensing Applications at JRC Ispra. The elements of the microwave programme are the development of a microwave signature laboratory, to study the fundamentals of radar under controlled conditions, and the development of EURACS, which is a central store of radar signatures, their validation and associated data. Microwave remote sensing is seen to be important because it is independent of weather and visibility conditions and also can characterise objects and provide information in a way not available from other data sources. The development of an airborne remote sensing facility is also under discussion. The requirements for and applications of such a facility are outlined.
