This report presents the results of an examination of the impact and utility of EC Evaluation Reports, concentrating on evaluations of DG XII programmes within the FRAMEWORK programme plus the first and second reports of the ESPRIT Review Board. The major objective of the study was to obtain practical conclusions aimed at improving the effectiveness of the Commission's R&D evaluation reports. More specifically the study focussed on the following major issues: - dissemination of reports; - report content and presentation; - composition, competence and fairness of evaluation panels; - evaluation methodologies used, with particular emphasis on interview coverage, scope of questions, timing of evaluation and use of supporting studies; - impact of evaluation and evaluation reports on Community programmes; - impact of reports on national R&D policies.
