One of the characteristic features of Europe is the dense and divided nature of its cities, where the vast majority of the continental population lives. But cities are a major source of pollution and therefore steps must be taken to improve their environmental conditions. This will have a major beneficial effect on the environment in general, particularly as regards the greenhouse effect and acid rain. The Green Paper is divided into two parts: the first part deals with the problems encountered in cities and the causes of such problems, discussing the nature and complexity of urban problems in general, rather than concentrating on individual sectors. The second part outlines the possible action that can be taken by communities.
