This report describes intercomparison results obtained in the framework of the EC Directive 779/80 EEC which fixes limit and guide values for SO(2), Black Smoke (BS) and Total Suspended Particulates (TSP). The first programme described aimed at testing the readings of the instruments using reference materials: air-SO(2) mixtures at low SO(2) concentration, BS and TSP filters at different darkness levels and load. These materials, first prepared and measured by JRC Ispra, were circulated among 40 laboratories and 4 measuring stations. For SO(2), on average, 90% of laboratories and 50% of network stations provided results comparable with SO(2) reference method (tetrachloro-mercurate pararosaniline, TCM method). For BS, largest deviations were caused by differences in configurations of filter/reflectometer and of the conversion curves. For TSP, a conditioning procedure tested against the procedure of the Directive showed the necessity of careful testing if the method of the Directive is not used. The reference materials for SO(2) and BS were found sufficiently stable to be used for intercomparison readings of the instruments and calibration standards. More difficulty has been found with TSP filters due to their fragility after repeated handling.
