Proposals for the energy certification of residential buildings by local authorities
The Joint Research Centre has developed proposals for the energy certification of buildings, to enable the relevant local authorities to use the method in promoting energy conservation in buildings. All the principal ways by which the energy certification of buildings is carried out were examined in the light of experience gained in European countries, and the pros and cons of each method were discussed. A distinction is made between assessments for the purpose of simply informing the citizen, for which simple procedures are outlined to enable people to assess personally their buildings, and assessments for the purpose of official certification, which require technical guarantees that the correct surveying techniques are being used to collect the relevant data. A proposal for subdividing the building stock (in accordance with the S/V ratio) is drawn up, together with a proposal for certification depending on the actual levels of consumption.
