The Common Functional Specifications (CFS) contain the framework of the synthesised results of Part I of the RACE programme. They are a compendium of principles and guidelines on the IBC concept, as well as of detailed specifications of services, interfaces and network elements. They address telecommunications issues in the context of the public network only. They are generated by the RACE technical workshops. This document, the second of issue A, describes the IBC functional reference model (IBC FRM) and its application in networking and inter-networking. It gives details of the methods used and of the model itself.
