GIS and the EC's IMPACT programme : The issues and possible actionsFunded under: IS-IMPACT 1
Within the framework of the CEC's Information Market Policy ACTions (IMPACT) programme, Geographic Information Systems (GIS) have been identified as playing a potentially strategic role in stimulating and supporting the development of the Information Services market in Europe. GIS was not included in the pilot and demonstration projects supported by the current two-year programme. A new five-year follow-up programme, IMPACT II, currently being prepared, will most probably incorporate GIS. Preparations are underway to consider more precisely the scope and character of any initiatives. In particular, the Commission wishes to establish whether specific actions at Community level could encourage developments and applications in this field and thereby benefit the whole market. This paper outlines the objectives of the follow-up IMPACT programme regarding GIS, the problems already identified as impeding development of the market, the possible lines of approach and the rationale for any potential Community actions.
