The atlas, which examines a selection of unnecessary untimely deaths, is the first publication of the EC Concerted Action Project on health services and avoidable deaths. The function of the atlas is to provide indicators of aspects of health services provision where a problem may exist and where future investigation would be worthwhile. It extends the concept to conditions from which most deaths should be avoidable, given timely and appropriate medical intervention or public health actions. The atlas attempts to look systematically at the use of mortality data. Furthermore, relevant data are made available to enable appropriate questions to be posed and to raise awareness of problems.
