This is the report of the independent evaluation panel set up to examine the aeronautic research activity known as BRITE/EURAM area 5. A limited scale pilot activity was established in 1989 for a 2 year period, with EC funds of 35 MECU. The 28 projects covered four areas: aerodynamics, acoustics, airborne systems and equipment, and propulsion. The panel examined both the general case for the EC supporting such a research initiative, as well as the detail of its actual implementation in this instance. It issued a number of conclusions and recommendations for possible future action. In particular, the panel argued that the Commission should make a clear and unequivocal statement of commitment in support of a continuation of aeronautics research, and that there was a case for considering breaking the link with BRITE/EURAM to form a distinct aeronautics activity. This report contains an executive summary in all nine official languages.
