This document outlines the need for a directive to control the emission of volatile organic compounds (VOCs) from works where the large-scale painting of automobiles is performed. It includes a description of the industrial sector and its importance to the European economy and a review of EEC legislation relevant to VOC emissions. The processes which give rise to VOC emissions are described, followed by a discussion of where and how these emissions arise and how they can be minimised by using appropriate paint application techniques, paint formulations and efficient abatement technology. Finally, possible strategies for emission control are discussed and recommendations are made for a directive which will harmonise legislation throughout the Community.
