The paper attempts to explain the concept of uncertainty, its importance in practice and its usefulness in characterising the quality of test results. It contains a proposal to establish the uncertainty of any measurement or test by comparison with a reference material or reference material value agreed upon as a result of an interlaboratory exercise.
