  • Exploratory study on the implementation of an EC policy to reduce VOC emissions from the private uses of paints and varnishes and possible extension to the sector of professional uses for building applications


From the most recent estimations (Corinair inventory), VOC emissions from the use of paint by private consumers and professional painters represented about 6.5% of total anthropogenic non-methanic VOC emissions in 1985 in the European Community. The Commission aims to reduce VOC emissions from all sources and, contrary to the industrial sectors, no regulation presently exists in the EC to control VOC emissions from private and professional painters. This document reports on the exploratory study carried out on these sectors. It presents information on the economic importance of the paint producers. Substitution products which could be used are described and their limitations defined. A critical examination of the possible regulations to be implemented for reducing VOC emissions is given.
