Information technology and telematics in rural development : The Adige Colli LEADER project
The aim of this project is to develop a rural area of the Veneto which is characterised by stagnation and decline, by the creation of a common centre for the exchange of information and the support of network companies. This service centre will help to integrate companies, professionals and workers into global networks and will offer services to companies. If the concepts of globalisation and networking are to be implemented successfully in a rural environment, the development of a common communication and information system and the implementation of mechanisms for the transfer of technology are needed. The Single Market is approaching, which means the opening up of competition in all areas; the free movement of goods, people and capital; an open market for professionals; and an open market for communication, etc. In this context, success will depend on the global skills of individuals and companies. This has led to the creation of network companies which locate the various sections of their operations where the conditions are most favourable (marketing near the markets, manufacturing where labour is cheapest etc.). Network companies conquer markets on a global scale because they use their resources on the same scale in the most efficient way possible.
