Abstract

The promulgation of Community Directive 82/501/EEC in 1982 made communication of the risk of accidents in industries which use or stock certain chemical substances a topical issue. Article 8 requires people who are exposed to the risk of serious accidents to be informed of the risks they face and of the measures to take in the event of an accident. There must be a constant and unhindered flow of information between various bodies: the Commission, the Council, the European Parliament, the relevant authorities in the member states, industry and the public. Communication must be an interactive process. Surveys of recent accidents have shown, in fact, that negative consequences can be significantly worsened by a lack of adequate knowledge on the part of the public, the local authorities and the emergency services, and therefore confirm the importance of adequate preventative knowledge.
