Risk communication and Art. 8 of the Seveso Directive
The experience gained from major accidents in several countries has resulted in the European Community paying increasing attention to the control of industrial hazards and environmental protection. The present orientation is towards the realisation of full transparency and increasing public participation in the decisions regarding the siting and management of hazardous industrial installations whose production or storage activities may have negative effects on humans and the environment. Article 8 of the Seveso Directive is innovative in many respects and can be considered a first step towards the establishment of a new approach to risk management, which involves local communities as well as experts and authorities.
