Crisis and risk management : The contribution of the European Commission's Joint Research Centre
The paper describes the structure and orientation of the Joint Research Centre of the Commission of the European Communities, and its role in the Third Framework Programme and in contract research for the Commission and for external third parties. After a discussion of the bases of scientific support for crisis and risk management, the paper gives a number of examples of relevant JRC research activities covering safety features in the design and operation of hazardous industrial processes (FIRES, FISIM, MPMC and RELIEF), systems for decision support (COSIMO, FORMENTOR, HELP and OIL-PCB MANAGER), and data banks (ECDIN and MARS). The paper finishes with some general conclusions, first on the importance of incorporating social (including administrative) science concepts, principles and findings into applied scientific and technological research, with references to the European Association for Environmental Management Education and to the JRC's Higher Civil Protection School; and secondly on the essential nature of communication to and exploitation by the user of research results, with references to the Community Documentation Centre on Industrial Risk and to the proposal for a European Office of Safety within the JRC.
