In this paper, the use of PSA (Probabilistic Safety Assessment) for risk management is discussed. Some requirements for living PSA methodology and procedure are presented. It is shown that knowledge-based systems are quite an elegant solution to many of these requirements. The STARS (Software Tools for the Analysis of Reliability and Safety) project, which makes extensive use of knowledge-based systems, is described briefly. Finally, it is shown how the STARS methodology and tools could be applied for supporting a living PSA of a nuclear power plant (NPP) on one hand, and as an aid to the operator for the assessment of RAMS (Reliability-Availability-Maintainability-Safety) objectives and risk management over plant life on the other hand.
