Abstract

This report evaluates how well the objectives of the Large Installations Plan and EC RTD policies have been achieved in 1991. It incorporates a summary in all nine official languages of the EC. Initial achievements appear to meet the objectives of the programme, but results in terms of science, the impact of training opportunities, spin-offs and economic impact have too long lead times for full assessment to be possible. 17 contracts were awarded, from 170 proposals received; the selection procedure was complex and protracted by budgetary requirements to spread the plan over four years (1989-92). From the point of view of the users and centres, the delay between submission and award was too long. The Community's research policy objectives to increase mobility and networking have certainly been furthered, and the plan has provided a structure for collaboration between specialised facilities.
