This report was prepared for the independent panel of experts who, in 1991, evaluated the EC Large Installations Plan (Research Evaluation Report No. 49 EUR 14409 EN) and the results achieved in the first two years. The purpose of the survey was to assess the extent to which scientists had actually gained access to the large installations supported under the Plan and to evaluate the users' views on the applicability of the programme and the impact on scientific cooperation. The report provides results from a quantitative study, carried out in mid 1991 as a postal questionnaire survey and distributed to more than 600 scientists who had been admitted by the facilities to become users supported by the programme. One main finding was that at the time of the survey, the programme had already allowed the majority of these scientists to gain access to the large facilities. The scientists carried out large amounts of preparatory work. They saw the programme as useful primarily for accessing new facilities, improving the quality of their research and creating/enhancing scientific contacts.
